Dr. Eunice K. Kakoma

Dr. Eunice K. Kakoma

Managing Director

Dr. Eunice K. Kakoma is a Clinical Strategic Advisor with more than 15 years of leadership experience in the U.S. healthcare sector, combined with an active board-level consulting practice focused on healthcare operations, maternal health, and strategic systems improvement. She holds a Doctorate in Healthcare Administration (DHA) and maintains strong professional relationships within global maternal health initiatives.

Positioning herself at the intersection of healthcare leadership, policy, and international development, she is an invested member of the U.S.-based Rwandan diaspora. Dr. Kakoma has served as Vice President of the Houston Rwandan Community Abroad and as the elected Youth and Culture Commissioner on the Executive Board of the United States Rwandan Community Abroad (USRCA), fostering trusted relationships across the diaspora investment community. In addition to her advisory leadership, she is an active investor in Rwanda with capital deployed across government bonds, residential and farmland acquisitions, and a completed twin-apartment development, giving her firsthand experience navigating cross-border investment opportunities, regulatory processes, and execution challenges faced by international investors.

Charles Oligbo is a U.S.-based entrepreneur and investor with over 3 years of active investment presence in Rwanda, demonstrating deep expertise in navigating cross-border deals and local market dynamics. He is the founder and Chief Executive Officer of Cultureville Realty LTD and Cultureville Farms LTD, successfully building diversified investments across residential real estate holdings, agricultural ventures, and multi-family residential properties throughout Rwanda.

His personal investment portfolio spans government bonds, residential land acquisitions, and on-going multi-unit development projects, providing him with hands-on experience in the full investment lifecycle — from identifying opportunities and negotiating with local authorities to managing construction, regulatory compliance, and portfolio optimization. His experience on the ground in Rwanda, combined with his understanding of a foreign diaspora investor in the Rwandan market needs and pain points, enables him to bridge the gap between international capital and local opportunities with both strategic insight and practical execution capability.
